Hi; today we are only going to have a short rant. If the litter keeps increasing in the town center why can't local business pressure the council to place more bins around?. Or have these special constables fine a few people publicly to encourage others not to drop their litter.

Aren't PCSOs supposed to issue Fixed Penalty Notices if they catch you littering? 80 quid I think the fine is. I wonder how many have actually been dished out though.

Can somebody tell me why litter is such a problem? Who creates it? - it's certainly not me and I am pretty sure it is not you - so who is it?
